The Government of India, within the Department of Personnel and Administrative Reforms vide its Resolution No. 46/1(S)/74-Estt.(B) dated the 4th November, 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been re-designated as Staff Selection Commission effective from the 26th September, 1977 to form recruitment to varied Class III (now Group “C”) (non-technical) posts within the various Ministries/Departments of the govt. . of India and in Subordinate Offices. The functions of the Staff Selection Commission are enlarged from time to time and now it carries out the recruitment also to all or any Group “B” posts within the pay scale of Rs 9300 to 34800 with a grade pay of Rs 42000 The functions of the Staff Selection Commission were redefined by the govt of India, Ministry of Personnel, Public Grievances and Pensions vide its Resolution No.39018/1/98-Estt.(B) dated 21st May 1999 (may be seen under the heading Resolution). The new constitution and functions of the Staff Selection Commission came into effect from 1st June 1999.

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. Online applications were invited for recruitment of School Inspectors in connection with awarding School Accreditation Grade to Government and Granted Primary and Secondary Schools.  In the first phase, nine thousand applications have been received.  MCQ Base written examination of 150 marks will be held on Thursday, 27th for the selection of School Inspector.

The state education department has formed the Gujarat School Quality Accreditation Council.  Which will give A to D accreditation grades to government and grant-aided primary as well as secondary schools across the state on the basis of academic matters.  The project will be implemented from next August.  The council has since started recruiting school inspectors.

The school inspector will visit the schools, verify the prescribed rules and submit a report to the council.  After studying the report, schools will be given grades from A to D.  The Council solicited online applications for the appointment of School Inspectors from phased teachers, CRCs, BRCs, TPOs, Education Inspectors, Education Inspectors, Principals who are interested.

The council has received 9,000 applications from the state.  In the first phase, MCQ base written examination of nine thousand candidates will be taken.  Examination of 150 marks in all the districts will be held on 27th from 3 to 5 pm.  The examination of school inspector will be conducted by the district education officer's office.  Examination center and examination information will be communicated to the applicants in due course.

Second phase recruitment for school inspectors: Written examination will be held on 27th. There are approximately 40 thousand government and grant aided primary and secondary schools in the state.  Only if a school inspector is appointed on the basis of the number of schools will the schools be properly evaluated as per the rules laid down by the council.  Therefore, second phase online applications have been invited for the appointment of School Inspector.
